CONSTITUTION
ARTICLE I
The club shall hereby be known as THE GREAT LAKES PINOCHLE CLUB OF CLEVELAND, OHIO.
The purpose of the Great Lakes Pinochle Club is for the social intercourse and general culture of playing pinochle and to provide civic improvement.
Section 1: Parliamentary procedures shall preside over all regular club meetings.
ARTICLE II
Articles, by-laws and amendments herein shall be voted into the club by a majority vote of its members, a quorum being present.
ARTICLE III
Membership in this club shall be limited to those in sympathy with its purpose. All members being of legal age and in good standings.
Section 1: Good Standing is defined as a member that is not in violation of the constitution.
ARTICLE IV
The officers of this club shall consist of a Games Chairman or Co-Chairmen, a Secretary and Treasurer or Secretary/Treasurer.
ARTICLE V
Tournament play and/or business meetings shall be held on the third Sunday of each month.
Section 1: Special meetings may be called by the Games Chairperson or Co-Chairmen or on application of 1/3 of the members.
Section 2: 1/3 of the members of the club in good standings shall constitute a quorum for the transaction of business. An officer must be present.
Section 3: The Games Chairman or Co-Chairmen, their delegate, or an officer of the club must be present to have tournament play.
ARTICLE VI
The Constitution may be amended at any regularly scheduled club meeting of the organization by a 2/3 majority vote, a quorum being present.

BY-LAWS
ARTICLE I
The duties of the officers of this club are as described herein and shall adhere to parliamentary procedures.
Section 1: The duties of the Games Chairman or Co-Chairmen shall be to preside at all meetings and perform all duties usually pertaining to this office.
Section 2: In the absence or disability of the Games Chairperson or Co-Chairmen, a member of the games committee shall perform all of the duties of the Games Chairperson or Co-Chairmen.
Section 3: The duty of the Treasurer is to safely receive and secure the funds of the club and pay out of the same on order of the Games Chairman or Co-Chairmen, or as directed by 2/3 of the membership. The Treasurer shall make a monthly report of receipts and disbursements. The Treasurer shall notify persons accepted as member of their membership dues.
Section 4: The duty and responsibility of the Secretary is to record and keep minutes of all club meetings. Minutes shall include the date, time, members in attendance, and the location of the meeting. The minutes shall detail the business transacted during the meeting. The Secretary shall also handle all correspondence at the Games Chairman or Co-chairmen discretion. The Secretary shall record and post the results of monthly “inter-club completion.
ARTICLE II
Section 1: All officers shall be elected by ballet or roll call prior to the Annual Meeting in December. Newly elected officers shall be installed in said office at the annual meeting. All funds, keys, minutes, records, signature cards and any/all other material belonging to the Great Lakes Pinochle Club shall be turned over to the responsible person, and/or entered by the secretary into the archives. No open business shall be transferred to the newly elected officer, (i.e. dues, etc.) All prior open minutes should be closed.
Section 2: No member shall be eligible to hold office that has not been a member for the club for six months.
Section 3: No member shall hold the same office more than twice in succession except for the office of Treasurer. Filling an unfulfilled term shall not be considered a term in office.
Section 4: Should an officer resign during the club year, the Games Chairman or Co-Chairmen shall appoint a member of the club to assume this office temporarily. The Secretary is to send notice of “special election” to be held at the next regular club meeting at which time the vacancy is to be filled.
Section5: Nominations for the officers shall be accepted or declined on the third Sunday in October.
Section6: The election of officers shall take place the third Sunday in November.
ARTICLE III
The dues of THE Great Lakes Pinochle Club shall be $20.00 per month and are payable the third Sunday of each month. A new member shall pay his dues in full for the month in which he/she enters the club.
Section 1: The secretary shall notify the Treasurer of all new members. The Treasurer shall then notify new members with instructions of dues ($20.00) membership fees ($60.00) and other obligations.
Section 2: Members two months in arrears in dues shall be suspended from “play” until all such dues, fines and/or penalties are paid in full. After three months in arrears, a member will be dropped from the role. A previous member must re-enter the club as a new member therefore he/she must be voted back in, assessed a membership fee and assume monthly dues.
ARTICLE IV
The games Chairman or Co-Chairmen shall be empowered to appoint special committees as necessary, at any time, or on the majority vote of the members at any meeting.
Section 1: There shall be a committee convened for the purpose of defining, interpreting, and governing the rules, by-laws and constitution of The Great Lakes Pinochle Club. The committee shall be called the Games Committee.
Section 2: Each committee shall consist of no less than three club members.
Section 3: The Games Chairman or Co-Chairmen shall have the power to appoint and discharge a committee and other delegates who he/she/they have appointed.
Section 4: There shall be a Yearly Fellowship/Tournament Fund to offset expenses when the Great Lakes Pinochle Club hosts the Fellowship.
On a monthly basis $45.00 shall be deposited into an account designated as the Fellowship Savings Account. The Treasurer shall maintain funds until the amount to be deposited surpasses an amount that a monthly fee is attached to the financial institution.
A monthly accounting of the Fellowship Savings Account shall be included in the Treasurer’s report. The Fellowship Savings Account shall not be included in the general fund account.
Section 5: To ensure solvency of the club, the general fund shall be frozen at $500.00. Amounts exceeding $500.00 shall be carried over in the general fund for the following year.
ARTICLE V
The Games Chairman or Co-Chairmen shall be an elected position for a period of two years. The duties of the Games Chairman or Co-Chairmen shall be to preside at club meetings and perform all duties of the club. The Games Chairman or Co-Chairmen shall also keep records of the “challenge rounds”, purchasing material and prizes, organize a system of play, monitor play, and enforce the rules and regulations for play.
Section 1: The Games Chairman shall present a plan for challenge play at the first regular meeting of the year for approval by a majority of the membership.
ARTICLE VI
All members are to have in their possession a copy of the constitution and by-laws of The Great Lakes Pinochle Club. All members are required to conduct themselves with dispatch and decorum to commensurate with the rules, regulations and by-laws contained herein.
Section 1: Unruly conduct, use of vulgar language verbally abusing or acts perceived as such against a Great Lakes Pinochle Club member or Great Lakes Pinochle Club guest at any and all Great Lake Club functions will be grounds for suspension.
Subject individual or individuals shall be suspended for the next club meeting pending dismissal.
Any suspended Great Lakes Pinochle Club member shall be notified in writing and may request a hearing with the governing body of the Great Lakes Pinochle Club.
Section 2: There shall be an annual meeting of the constitution and by-laws.
